If you are at the blue lagoon beach, the water is like that & you see fish as soon as you enter the water. Swimming a few metres out, you see loads of fish. You do not need to get a boat from padang bai. From padang bai, it's a 10 min walk (albeit uphill) to the beach. The boats at padang bai charge a stupid amount to basically take you round the corner. Not worth it imo.
