A suspect in a deadly shooting of a Cleveland rapper was arrested in Pennsylvania. According to the U.S. Marshals Service, Carlos Banks, 28, was shot and killed on the 5100 block of Broadway Avenue in Cleveland at 4 a.m. on Dec. 29.
