Since the winter storm hit Louisville nearly three weeks ago, there have been major delays in mail and garbage pickup.

As consumers turn more heavily to online purchases, cardboard recycling has more than doubled in Wisconsin since 2013, while other paper recycling has dropped by 36%.

The city may just contract with one trash company, which would reduce wear and tear on the roads, officials said.
